Interior Accommodation within PDO concession area.
Oman's interior is harsh, hot and dry with many of the work places far from established towns. Providing acceptable accommodation is a challenge not only for PDO itself, but also for contractors. As the need for expansion continues, work force numbers constantly change, shifts rotate, new employees arrive and some leave for greener pastures. This is why PDO provides Permanant as well as Temporary Accommodation Camps. (PAC's & TAC's)

Permanent accommodation is provided by contractors to PDO and its Contractors in purpose built, PDO approved facilities. (PAC) These are provided to PDO by contracted in service suppliers, who build, maintain and operate tyhem. They provide full service accommodation, in a range of offerings, from single room occupancy,  to those where 3 people share a room. These companies charge for their services which include recreational, health, emergency and a range of food choices.

What You Need to Know

Construction Specifications:

All accommodation, (PAC or TAC) is required to comply with PDO specifications and standards. These include building requirements, layouts, sizes of accommodation, kitchen and mess facilities. These are approved by PDO during design, construction and commissioning.

Ongoing Compliance:

All aspects of operation that can affect the health and well being of emplyees and contractors is monitored by Contract Holders. They ensure that accommodation, hygiene, ablution and waste disposal requirements, food handling and health issues are addressed.

Independent assessment:

Regular assessments of all camps is done. Contract Holders, local and corporate HSE personnel and operational staff combine in a systematic and structured plan to ensure quarterly camp checks are done. A standard checklist is used to provide consistency and compliance is measured and reported.

Temporary Accommodaton Camps are only approved when PAC accommodation is unavailable, or if the contracted work area is far from a PAC , resulting in unnecesary travelling. It requires special approval from the Contract Owner and Contract Holder. The same specifications are used, and extra emphasis is placed on ongoing maintenance of the facilities. Regular scheduled and unscheduled inspections are done, and deviations are logged and reported. Contractors and PDO work together to provide improved compliance to requiremets, as this has direct benefits to people staying in the TAC's. Imrpoving the facilities improves morale.

Interior work hours are long and returning to a dirty room, no bedding, poorly prepared food and not having access to any form of receation creates stress on individuals. Motivation is low, and the potential for disese spreading increases. Clean and well maintained ablutions, access to sporting facilities, good food, TV and after hours activities all contribute toward a happier and less stressed work force. This reduces the potential for occupational health related illness, and has many positive side effects, such as more focussed workers, less friction between employees and improved social environment.

Well in excess of 250 camps exist within PDO concession. Many of these are small, but many cater for large numbers of workers.  Irrespective of their size, all people staying in them expect a similar level of accommodation, and consistent implementation of PDO specifications. Reading a copy of Specification SP-1232 Public Health is recommended as it contains all of the requirements, but also contains checklists which can be used by Camps to self assess their facilities and start a process of improvement. This would benefit all employees as well as the contractor management team itself. Anyone needing help is welcome to contact MSE53!
